Http header field name should be case insensitive when definined in headerregex of XML rule

description

According to the HTTP spec (W3) field names are case insensitive. However the regex verify code in file HttpHeaderRegexVerifier.cs creates a case sensitive expression. Consider changing the code to allow rule authror to provide a header field name in any case and the case-insensitivity is enforced automatically.
